Tribute

The Chair paid tribute to Old Woodhouse VDS Group member David Langton, who died in December.  David designed the cover and layout for the document, and always emphasised the need to keep it balanced in favour of pictures over text.  He will be greatly missed.

Matters arising

HF informed the Group about the Primary Care Trust consultations due to start soon.  The Chair amplified details. The gist is that reorganisation on PCTs will make them relate to local authority geographical areas.  However, the local consultation offers only one option, so the need is to help shape this. An open meeting will be held at Storer House on 30 January at 2.30 p.m.  there is also a document.

The Chair reported that the Parish Council entry for the Best Village Competition had secured second place in the category for small communities.  Much of the entry was based on Parish Plan Group work.  This year's brochure had already arrived.

The Chair also reported on the Year of the Volunteer Award given to the Group Secretary.  Some of the Group were able to attend a lunch party for her, arranged by H, after which H and A attended the presentation at Leicester Town Hall in the presence of the Mayor and Mayoress and presented by the Chair of the Rural Community Council, Lady Gretton. The medal, now framed, is on the wall in the entrance hall.  From the collection made for her, the Secretary had asked the Caretaker to spend the garden centre vouchers on some enduring plants for the boxes in front of the hall so that all could enjoy them, as the award represented the work of the whole Group.

There had been a late consultation response from the Primary Care Trust.  The Chair suggested that the Friends of the Cottage Surgery would be the best group to handle this. JC agreed to bring it to their attention.

Finance

Treasurer RH gave details of the Group's finances.  To date, expenditure on Village Design Statements has been low: only �22.00 claimed for printing and �50.00 for the Woodhouse Eaves VDS website.  Income from sales of the Parish Plan Final Report yielded �9.00.  Income was �500 from the Parish Council towards VDS costs, and the balance in the Parish Plan Group account is therefore �438.01.  H reminded the Group that Charnwood BC can make grants for VDS printing costs.

Progress Reports

Traffic Watch Group [TWG]

LR and PC informed the Group that signatures had been obtained from 71% of Parish households - there were 880 individual signatures, including 189 from the new college and 28 from Brook Road Farm livery stables.  Donations and pledges amount to �1250 including the offer from the Parish Council.  An application for a 50% grant for a mobile speed monitor is almost ready.  Members of the TWG had borrowed a monitor for a week and found it very effective at reducing speed.  Member BW is willing to develop a facility to record actual speeds so that data can be collected for the authorities.  A rota would be needed for deploying the monitor in appropriate places around the Parish.  Mention was made of a recent change in the law on speed cameras.  In future, permission for cameras will not rely solely on 'body counts' of serious and fatal accidents but can also be based on evidence of speeding and evidence of the strength of local public opinion.  Covert monitoring by the police demonstrated that there was a problem, and the petition and the Parish Plan Survey provide evidence of public opinion.  The next task is to monitor HGV traffic and movement of walkers and horse riders, as these data offer supporting evidence of the need to curb speed through our villages.

The Chair asked if it was worth going ahead with buying a monitor before the Highways Committee had made their decision about how to help.  HF suggested sending a copy of the petition letter to Charnwood BC officials e.g. Jonathan Hale in charge of Community Engagement and/or Dave Hankin, Head of Planning.

Woodhouse Neighbourhood Watch [WNW]

MW, who was the PPG member responsible for cranking up WNHW, handed over to MG, who took on the role of Parish NHW Co-ordinator.  He explained that WNHW was re-formed on 17 February and in the subsequent 11 months 56 local co-ordinators were recruited to 38 local NHW schemes with an average of 20 houses per co-ordinator. All of this means that 90% of all Parish residents are now covered. Email is the main communication medium.  There are good relationships with PC G..., the local Beat Officer, and CK, Community Support Officer.  H mentioned the RCC Community Roots, Lottery and airport funding for WNHW projects.
 

Parish Council

The Chair reported on PC developments.  Take-up of the allotments is up [this was a question on the Parish Plan survey]. Communications have improved - the PC has agreed to a display and refreshments for the Annual Parish Meeting on 25 April, with reports from organisations that use PC premises e.g. the Sports Club and the Parish Plan Group.  Summaries of PC Minutes are now available immediately after meetings, and news of new planning applications is now posted on village noticeboards.  Borough, County and Parish Councillors now host quarterly drop-in 'surgeries' for residents. A web-based Village Directory was planned - JC reported that this has not proved to be possible.  The village magazine idea has not progressed very far - the suggestion of combining the parish church magazine with Roundabout also proved to be impossible.  HH, who chaired the Community Centre Committee, reported that she had a meeting planned with the school head that might shed some light on Roundabout's future.  A Junior PC Committee is in the process of being formed. has already met several times.  RM gave details of the new Friends of the Village Hall Group. It has met several times but needs more supporting members.  It compiled a 'shopping' list, limited financially but a good start.  R will prepare a document for the next PC meeting that lists the items requested by the Group e.g. new chairs, decorating, new kitchen appliances, and an audio loop and blackout blinds for the hall.  The aim of this group is to ensure that users of the premises and not the PC alone drive developments.  An affordable housing survey resulted in a small demand that was being explored - a search for a suitable plot of land is underway.  

Business Forum

MT reported.  The Forum has met a couple of times and discussed opening hours, advertising and customer feedback - boxes for customer feedback were provided in all the village shops between October and December.  There were only 14 replies, 8 of which concerned the children's play area.  The next meeting will be in January.

Village Design Statements

The Chair reported that both villages had produced draft documents that went to the PC for their comments on 9 January.  The next step, after revisions, is for them to go into the process of external consultation and ultimately, for adoption as Supplementary Planning Documents to inform future planning.
