The Chair paid tribute to Jill Honisett.  She had been a very active member of the group and would be warmly remembered.

2. Minutes of previous meeting on 20 February 2007

Approved.

3. Matters arising

Bank account

The Finance Committee of the Parish Council had received the final accounts at the meeting on 12 April and the bank account was now closed.  The balance of �58 had been allocated to the fund for a plaque to commemorate winning the Best Village competition in our population category in 2006.

Annual Parish Meeting 2007

The Chair thanked all involved in providing exhibits for this successful event.

'''Action''': Secretary to chase up

Service Co-ordination Event

This would be discussed at the July meeting of the Parish Council [deferred from June]. PPG members identified several Action Plan issues that would be suitable to explore with relevant service provider officers at an event:
  • ''Off-road riding'' - most counties have far more bridleways than the Charnwood area. There are some anomalies over which riding groups have access to the Outwoods e.g. the hunt can hut WESRRA cannot.
  • ''Young People's recreation areas'' - the news that Scouting and Sporting groups are developing ideas for an integrated facility suggests that fund-raising could be focused around this.
  • ''Public transport'', especially access to hospitals and consultants. This item could be discussed with Friends of the Cottage Surgery.
  • ''Planning issues'' - following on from the experiences of working with Development Control after adoption of the VDS Supplementary Planning Documents [SPDs].

WPPG members would be very happy to participate in such an event with the Council. A copy of the abbreviated Action Plan, which noted actions completed and not completed, should be sent to Council Members so that they can review its progress.  Some additional notes should be added to update the section on Young People and Council should be invited to comment.

No action to report yet, but ideas are progressing.

Welcome Pack

John C was unable to attend but had made a start on compiling information sheets. An example was tabled.

Village walks

John had been unable to develop this further owing to injury.

Leics Villages website

Jill Honisett had planned to work on this with John helping.  He would try to do some work on it after his work on The Lacemakers Story at Charnwood Museum.

4. Best Village competition

Most of the trees obtained from the National Forest Company to commemorate the 2006 award had been planted on either the playing field or The Green alongside Bird Hill, Herrick and Tuckett roads.  The rest had been held back for 'heeling in' until the autumn.  Some had been damaged by children or Borough Council grass mowing equipment and would be replaced later with support from the Borough.  The award money of �200 plus the closing Parish Plan Group balance of �58 would be used to fund commemorative plaque.

Judging for the 2007 competition would take place on Thursday 21 June at 2.30. Rosemary compiled and submitted the entry.  There would be a display of the activities mentioned in the submission.  The Chair thanked all those involved.  

5. Village Design Statements and Planning Matters

The Chair informed the Group of the efforts made to ensure that the VDSs were being applied to planning decisions.  

She and Ann had represented the Parish Council at a meeting of the Borough Council's Conservation Areas Scrutiny Panel and had recently received its report [not supplied by CBC but found on the website by chance].  She felt that CBC were not paying significant attention to the VDSs, with a few exceptions such as the Bradgate Nursing Home application.  One example was the development at Beaumanor Lodge on Forest Road, Old Woodhouse.  The Parish Council had written to the Planning Department, received their response, and agreed to write back.  

Where people's attention could be captured and supported, it was possible to affect planning decisions e.g. a proposal for a dwelling in School Lane had been refused following a considerable number of written objections.  Guidance on the key issues to consider helps residents to respond, but individual letters are vital and carry more weight than replicated responses or petitions.  Therefore, if there is an application about which the parish council is concerned, they should try to mobilise residents and provide information on the salient points to be considered, and in planning terms.

On the issue of applications being determined by officers rather than by elected members, one of the group explained that Charnwood Council Standing Orders could be adjusted to make it compulsory for certain kinds of application to go before Plans Committees e.g. those in Conservation Areas.

6. Progress Reports

Traffic monitor

There have been delays at the University in making adaptations to the monitor but it should be back by the end of next week.  The Highways Department visited the Beacon/Brook Road junction recently to consider if anything more could be done to improve the crossing by pedestrians and horses. A meeting would be held on Thursday to discuss re-siting a bus stop on Forest Road near Beaumanor Drive to consider ways to improve pedestrian crossing.  Liz R also informed the Group of the support from local police who had prioritised speed monitoring for the previous quarter and expressed their intention to work with the Traffic Watch Group.  When the parish speed monitor is back in use, they will send the details of speeding vehicles on to Police HQ.

Roundabout

Rosemary reported the fact that there will be more changes to the production team in the Autumn as the current editors would be moving on.  An advert will appear in the July/August edition. Group members expressed their appreciation - feedback on the magazine is universally good.
