Matters arising

The Chair thanked everyone involved in the launch of the Parish Plan.  It was a successful event and had a good turnout.  The Neighbourhood Watch had been successfully re-launched to a capacity audience of residents.  Its AGM would be held in the Annexe on 5 July, and would be open to all.

Progress Reports and Next Steps

Traffic Watch Group

LR and PC reported.  The Police Road safety Unit had mounted covert speed monitoring devices in response to the Group's communications.  Forest Road Woodhouse [a 30 mph limit] was monitored in September when it was found that over 20% of vehicles were speeding. It had been recognised that Woodhouse was "a problem" and another monitoring exercise is being planned.  Beacon Road Woodhouse Eaves [a 40 mph limit] was monitored in May when it was found that 8.1% of vehicles were speeding.  Both exercises took place between Friday and Monday, but the actual timings were unknown.  Another monitoring exercise will take place on Maplewell Road in the near future.

BW, a member of the Parish Plan Group who is involved in official road safety research, has re-analysed the statistics provided and sent a copy back to the Road Safety Unit.  The table below gives the figures for the 40 mph limit on '''Beacon Road''' Woodhouse Eaves [monitored 6-9 May 2005]:

The Group had also enquired about the recent traffic census on routes into Loughborough.  This was because it is known that a number of vehicles use these two roads to by-pass congestion along Epinal Way, and the census was taken after the point at which some vehicles leave the road in from Leicester.  The Road Safety Unit were unaware of the census, and it proved too late to adjust the census point to cover the diverting traffic.  

LR had also spoken to the County Council officer responsible overall for traffic matters, Mr SK, whose name had been forwarded as part of the Council's formal response to the Parish Plan. In discussion, he asked the Group to clarify if there were specific roads where speed was a problem or the Parish as a whole.  He noted that there had been 61 accidents in the past five years, and suggested a meeting.  There were two possible budgets that might help: a Road Safety budget and a new Speed budget.  Mr K informed the Group that speed must be reduced in all villages.  He also referred to Mr JM, the County Engineer responsible for road safety.

The Group has continued to pursue grants for the purchase of mobile speed monitoring equipment.  Any funds must be matched 50:50 per cent.

The Chair said that it would be helpful if two Councillors joined the meeting with Mr K and therefore invited the Group to attend and report to the next Parish Council meeting on 25 July.

Woodhouse Neighbourhood Watch [WNW]

MW had sent his apologies.  The Chair reported on the last parish Council meeting when WNW had been discussed.  

Parish Council

The Parish Council had a number of activities arising from the Action Plan.  These were reflected in the roles of Councillors at their Annual Business Meeting in May, along with other actions.  In particular:
  • The Property Committee had presented a paper to operationalise part of the Action Plan.  Council agreed this.  An open meeting will be held to establish a 'Friends of the Village Hall' working party[to include the Annexe and Scout Hut].  It will involve key users of these premises.  A starting point will be the development of a five-year strategy, and to develop a more focused view of the premises and their needs.  A date will be set soon.
  • A Communications paper had also been presented and will be discussed at the July meeting.  This included some actions that have already happened e.g. councillor surgeries have now been held twice, and the Chair of the WPPG will attend the next one in the early autumn.
  • For young people, Councillor Pole, Vice-Chair of the Council, has proposed that a Youth Council be established.
  • Councillor B, Chair of Council, is associated with Neighbourhood Watch.
  • There had been a photo shoot around the issue of dog fouling, reported in the Leicester Mercury.
  • The Principal of the Defence Sixth Form College, who spoke at the Council meeting, had expressed his concern about speeding near the College.
  • The Parish Plan is a standing item on Council agendas.

Business Forum

JC reported.  A meeting was scheduled for 28 June at 7.30 in the Methodist Church Hall. The purpose of the Forum is to generate ideas to increase local business, to deal with the findings of the Parish Plan questionnaire, although that was a year ago now, and to look at issues such as the Disability Discrimination Act.  Invitations had gone initially to the noneteen businesses with a shop front.

Village Design Statements

Both villages were progressing well.  The most recent event had been the display at the Garden Party opposite St Mary's Church in Old Woodhouse.  The children's paintings had been exhibited there, as they were in Woodhouse Eaves, and would be returned to St Paul's school this week.  DS had been able to persuade Charnwood Borough Council to consider the finished Design Statements this year.  The aim was to have fairly final drafts ready by the end of September.  Woodhouse Eaves expected to have a first draft ready in a few weeks.

Community Centre

HH explained that the cuts in budget had been less severe than expected.  Of the 21 such centres in the County, ours would receive a little more.  There will be �5000 for classes and heating bills and �3000 for the associated building costs [so that only the room used for community activities is heated, rather than the whole school].  Roundabout magazine is secure until the end of the year, and the headteacher would welcome wider input for this [as proposed in the Action Plan, and incorporated into the Communications paper for the Parish Council, noted above.  This suggests a working group to look at parish communications as a whole with suggestions to consolidate them].

Rural housing

The Chair reported on the survey undertaken by the Rural Housing Enabler at the request of the Parish Council.  His report identified a need for nine affordable homes.  For such homes, planning permission can be granted on land that would normally be allowed for housing.  He will present his report for discussion at the next Council meeting in July.

Consultation responses

The Group has now received formal responses from Charnwood Borough and Leicestershire County Councils.  These have been given to sub group leads.  Anyone else who would like a copy - please ask the Secretary [Tel: 890050] or email ParishPlanGroup at woodhouse-eaves dot co dot uk

Best Village Competition

The Secretary reported.  The Parish Council has entered the Best Village Competition, largely around the work of the Parish Plan Group.  The categories entered were: Building Community Life [the Parish Plan work and results], Business [the Business Forum], and Village Venture [Pinfold restoration at St Mary's Church, Old Woodhouse].  The entry had been shortlisted and the judges made a visit on 15th June.   The winners' presentations will be made on 25 August.  The prizes are �500 for the Community category and �300 for the other two.  The competition is sponsored nationally by Calor and the Rural Community Council and Leicester Mercury run the local county heat [see ↪www.ruralcc.org.uk↪ and ↪www.calorvillageoftheyear.org↪ ]. Last year's entry was successful locally and won a runner up award [the certificate is on a noticeboard inside the village hall].  

New initiatives

Energy

There has not yet been time to develop this.  One way to take forward the responses to this PPG question on the survey might be to hold an exhibition in the village hall, inviting along organisations with an interest in alternative energy, including Borough and County Council officers with such responsibilities.

Chinese Restaurant Site

Since the application to develop the site has been withdrawn, there has been a suggestion of a subscription scheme to buy and develop the site as a community project and resource.  There are known grants to assist such schemes and some tax benefits possible for the owner.  WPPG members volunteered to meet to discuss this further.

Finance

LT reported that she had submitted the final accounts on time and on target. The final balance was 50 pence left in the WPPG bank account at that time.  Since then, the Parish Council had contributed a further �500 for the village design statement groups, and of this, around �100 had been spent to date.

Any Other Business

The Rural Community Council had issued an invitation to attend the Leicester Rural Partnership annual conference on 14 July at Loughborough University, as part of the RCC display on Parish Plans, village appraisals and design statements - and their achievements.  The Secretary agreed to supply display material.

During the village design statement activities in Woodhouse Eaves, a resident had suggested using the photographs collected to make cards, coasters etc.  It was agreed that this was a good idea to follow up.
