Finance: There appears to be sufficient funds for the rest of the work. We are waiting for a fresh quotation for the final report, and know that the Village Design Statement groups would like to use some of the remaining funds if possible. To date we owe the Rural Community Council �800 for their consulting, �54 for the Ordnance Survey map license, and have budgeted up to �900 for the final report, summary leaflet, committee expenses [mainly photocopying] and mailing of the draft to service provider consultees.'''Action: chase up the revised quotation from printer [AI]'''
Joint Meeting with the Parish Council
The Chair reported that there have been no comments so far from councillors about the proposed structure of this meeting, presented to the Parish Council on 6 December. The Chair had asked councillors to read through the draft before the meeting - which they will receive by Friday 17 December. The Clerk will minute the meeting. The Chair apologised for missing this item at the last meeting. She posed the problem: do we circulate some feedback now, and then again when we produce the summary leaflet - or should we keep things simple and use existing media to keep residents informed? We would be distributing a summary of the final plan to all households and a copy of the Desford Summary was circulated. It was agreed to consider providing an update after the joint meeting with the Parish Council, and to include some information about the timescales and flag what will be coming up in the future.Action Plan Draft
There was a discussion about the plan in general. The main points were:- Second set of table headings were preferred, with an additional column for approximate start dates [e.g. "within 6 months"] for the PC to fill in.
- Reduce the number of rows by clustering themes together and adding bullet points for the individual tasks.
- Show awareness of the responsibilities and ability to deliver of all service providers, but include actions that are challenging where appropriate, for which they will have to justify any lack of progress.
Detailed discussion followed on each section of the draft. In very brief summary:
- Traffic: ensure that evidence is visible, and, work through the setting up of a Traffic Monitoring Group
- Crime: realism is vital - we have very low crime figures and should include better PR for this.
- Health: generally OK - some work already in progress via Friends of the Cottage Surgery.
- Lifelong Learning: change heading, and include better PR for opportunities available.
- Employment: focus on the establishment of a retailers' group and customer surveys.
- Facilities: A high priority based on the survey response and PC very much aware of the issues
- Local Government: Encapsulate requests for greater visibility a little more flexibly - it is a big issue for the Council. Funds are very restricted.
- Environment: focus on Village Design Statements as agents for action.
- Young People: include a separate section to focus on the relevant actions.
