JB has contacted St Paul's school, whose headteacher is willing to engage the children in an art competition - the proposal is for children to bring their paintings along on the 9 April, when prizes will be given. Another leaflet announcing the competition will aim to recruit children who live in the parish but who do not attend St Paul's school.

The Chair reported the fact that none of the external consultees who were sent copies of the draft Action Plan had sent in comments. Three of the parish councillors have responded to a draft of the full report.Action Plan Progress
Neighbourhood Watch
MW announced the 'appointment' of an overall co-ordinator: MG has volunteered, M(W) will deputise and LT will assist with securing financial support. The committee of six will meet for the first time on Thursday 17th February, with the honorary chair, Councillor DB. The Committee aims to involve as many people as possible in looking after their neighbourhood, have now obtained the list of previous street co-ordinators, and hope that the resulting network can also be a conduit for other communications. The Committee will distribute publicity at the launch of the Parish Plan.Parish Plan Traffic Group
LR reported. The group is applying for grants to obtain a portable flashing speed monitor. Via WESRRA, they have drafted a letter to the County Highways Department requesting information about [a] the 20 mph speed limits outside county schools, and how this could be applied to the relevant roads in Woodhouse and Swithland parishes; and [b] vehicle weight limits on parish roads and how these are determined, signed and monitored.The Speed Complaint Form will be sent out soon with a letter drafted by PC. RM noted the dates set by the Woodhouse Eaves VDS group: 12 March for a VDS committee walkabout, '''9 April''' for the residents' walkabout from the Village Hall, '''23 April''' for the exhibition of photos etc taken on 9 April, also in the Village Hall, and an ecological survey on '''14 May'''. Health and wellbeing
JC reported. The Friends of the Cottage Surgery are working their way through the relevant sections of the Action Plan. The Friends meet again on 1 March. They are preparing a leaflet on what to do if patient fall ill outside of surgery hours.Access to councillors
DS announced the first councillor 'surgery', requested in the Action Plan, has been arranged for '''12 March''' from 10.00 to 11.30 in the village hall annexe, Woodhouse Eaves. County and Borough Councillors will be present, and as the Parish Council Chair is the County Councillor, all three councils will be represented. All of the actions now have timescales and dates [thanks to everyone]. There is some refining still to do, and some duplication to be removed. Launch event - Thursday 14 April
The Chair invited suggestions for the format and content of this event. DS explained how Newtown Linford handled their launch. All the main service providers were invited. Parish Plan Group members made presentations on the Plan and Actions, and service providers made responses. An open forum followed, with questions and answers from residents. Around 40 residents attended [population of Newtown Linford was 961 in 2001]. The main issues discussed were highways and speed, housing and planning. The Parish Council made a response on how they planned to handle the Plan. Refreshments were available.The RCC has already sent a list of providers to invite. WPPG members added several names. RM and LR agreed to make the presentations as they did for the Parish Council meeting on 20 December. JW will introduce the Parish Plan. JS has agreed to manage the catering with help from AF.

RH reported. The budget was in good shape and will allow for enough copies of the Plan for all WPPG members, service providers and parish councillors. There is enough to fund the launch event.
