Matters arising

Press release:

Good coverage in the Loughborough Echo and Leicester Mercury during August [thanks to PC]. Publicity is also regularly in the villages column in the Echo [thanks to JH], regularly at Parish Council meetings via the Chair, and in Roundabout and the Parish Magazine when they have space [both of these receive all our papers].

It was agreed that it would be helpful to let residents know soon the progress that is being made and planned.  A small 1-2 page flier, to be distributed by the original questionnaire team.
'''Action: PC, MW and AI'''

Handling back page requests:

Volunteers were recruited to carry forward some of the requests from the back page of the questionnaire.  Some of these do not need to wait for the final report or Action Plan.  The Secretary will supply volunteers with background information already collected, names of requesters and any useful leads developed to date.  Volunteers were as follows:
Personal questions requiring a reply from the Parish Plan Group:  JW/LT/ Parish Council Chair
Information about allotments:  LT
Joining conservation groups:  JH/AI
Information on energy alternatives:  KL
Assisting the police:  MW
Helping with speed control:  LR's sub group*
Joining local watches:  JW%valign=top rowspan=2|Special Interest Group requests:Book club:AC
Women's discussion group:JS
Village Design Statements:  AI
Village Newsletter assistance:  HH/PC
Youth work volunteering:  AI will contact the sub group
''* After discussion it was agreed that we should await the findings of the sub group on any actions about monitoring speed, and work closely with the Parish Council.  The PC has already decided to study some of the research into the impact of speed control measures.  It was also suggested that the experience of other villages is trawled.''
'''Action: all listed above to follow up as appropriate with details supplied by Secretary'''

Village Design Statements [VDS]:

Old Woodhouse held their inaugural meeting on 6 September.  There were few people present [short notice, holidays etc] so they have been invited to attend the Woodhouse Eaves event on Wednesday 22 September to hear about the process involved.  Old Woodhouse has a volunteer Chair already - Woodhouse Eaves will need to recruit one.  Publicity for the second event has been done via posters on village notice boards, as well as the direct invitation in the Chair's August letter to all those who expressed interest, followed up by a September reminder email.

''Moving ahead on VDS work now is important because of the existence of several development sites in the parish.  The findings from the questionnaire and the analyses from sub groups plus the VDS work in progress should be helpful to the PC and Borough Councils when they have to consider imminent planning applications.''

Questionnaire response and process

All the data have now been entered and the work paid for.  Sub group leads have been sent Excel versions of the data [''anyone may request a copy - ask the Secretar''y].  As a number of questions were added to the questionnaire as a result of the consultation with service providers, sub groups were asked to let the Secretary have a list of the question numbers they believe they 'own' to ensure that there are no questions left unadopted.

In addition to analysing the results for their categories, groups were asked to think about the '''tables''' they would like to have - e.g. comparing responses between the two villages on the provision and use of a meeting room in one village.  HH and JC have expertise with SPSS and Access, two database packages capable of generating such tables, and both agreed to respond to requests from sub groups.
'''Action: sub group leads to give Secretary list of questions they will cover - by 26 September [Sunday]'''

'''Action: sub groups to consider and request comparative data tables from HH with JC'''

Timetable

The draft timetable circulated with the Agenda was agreed [''now re-circulated with actual date''s]. This is conditioned by the ending of the grant period - February 2005.

Action required before next meeting

'''sub groups to continue their analyses and produce draft action plans and narratives by Monday 6 December [to circulate with nextAgenda]'''

Finance report

The Treasurer provided an interim report [''attached''] which showed that we are still within budget.

Any other business

The Parish Council has received a planning application from a developer to demolish the Chinese restaurant and all other buildings on the former restaurant/garage site, including the garages that are currently being rented from the owner.  WPPG members were asked to express any views directly to the planning authority - Charnwood Borough Council.  A point was made about where the vehicles currently garaged on this site would have to be parked if they were demolished.
